由我协会主办的上海政法学院校内模拟联合国大会现已如火如荼地进入了筹办阶段，作为上政模联的传统，上海政法学院校内模拟联合国大会一直是我协会、我校模联人摩拳擦掌的良好平台，通过校内会的磨砺，锻炼自己的能力。

议题简介：索马里内战自1986年开始，目的在于推翻索马里总统穆罕默德·西亚德·巴雷的高压政权。但是在1991年巴雷被推翻后又爆发出反革命期望巴雷能再次执政。越来越多的暴力，使索马里局势变成一场人道主义危机。而军阀穆罕默德·艾迪德的出现则使索马里局势变得更加混乱。因此，安理会通过决议介入索马里事件，对饱受战乱之苦的民众实行人道主义救援以及派驻联合国安全部队。1993年美军的黑鹰在索马里的坠落标志着联合国在索马里的维和行动陷入失败的边缘。本次会议中将时间轴定于摩加迪休战役之后，各位代表们化身为各国外交官着重解决充斥在索马里土地上的混乱、饥饿、杀戮等问题，愿各位代表们不辱使命，快速有效地解决索马里问题。

Introduction of the topic: Child abuse and neglect is a long-standing and global problem. In many cases, a child will be exposed to different types of violence, exploitation and abuse, each with their own characteristics. Changes in legislation, policies, services and social norms can improve the protection of children in multiple ways. UNICEF therefore works with partners on a number of issues by strengthening child protection systems and promoting positive social norms in all contexts - development and emergency - to prevent and respond to violence, exploitation and abuse directed at children.Even though UNICEF has made great effort to help prevent and treat child abuse and neglect, only 60 countries have adopted legislation that fully prohibits the use of corporal punishment at home, leaving more than 600 million children under 5 without full legal protection and only 9% of children under age 5 live in countries where corporal punishment at home is fully prohibited.
Child abuse or child maltreatment is physical, sexual, or psychological maltreatment or neglect of a child or children, especially by a parent or other caregiver. Child neglect is a form of child abuse, and is a deficit in meeting a child's basic needs.
